My Education is a complete MESS - Any helping hands out there?

Ive finished doing my igcse exams at a private school. Although i did my exams at a younger age. Normally you do your igcses when you are 16 but i am 15 and i will be 16 next year.
So now i am applying to sixth form colleges to do my A-levels. But all the colleges dont want to fund me because im under 16. They want my council to pay. So i called my council and they are refusing to and now im so lost.
Plus i dont even THINK i’ll pass my igcses 
Im thinking of doing my a-levels at home. but i dont know howand where do i start?!
and if i dont pass i can do gcse’s at home. (home schooling)
Any other suggestions?!
